To access a Devon County Council (DCC) Household Waste Recycling Centre (HWRC) with a privately owned (non-business/commercial/work use) panel van (both small and large size) or flat-bed van, DCC residents must apply for a van permit by registering their vehicle with DCC. Non-DCC residents will not be issued permits and the van must comply with the Recycling Centre vehicle restrictions.

Please ensure that you have read the Terms and Conditions before visiting the recycling centre.

Residents must complete this form to apply for a van permit. You will need to upload a photo/scanned copy of your driving licence and the first two pages of your DVLA V5 document. If your documents are not legible, your application will be rejected. Please ensure that the registered keeper of the vehicle is making the application.

Applications will aim to be processed within 14 days. Once your van has been approved to use the HWRCs, we will send you confirmation along with details on how to access a HWRC.

If your van is found to not meet all of the above statements, or you have been found to have made a fraudulent application, you will be refused use of the HWRC’s, your permit will be cancelled, legal action may be taken and full cost recovery may be pursued.

In order for us to approve your application, the address on your vehicle’s V5 registration document and the driving licence must match and be your current Devon residence.
